JOB DEFINITION:
Responsible for the overall operation and administration of the Water Utility and operation, maintenance, environmental, engineering and regulatory aspects of the Jackson Hydroelectric Project and other District hydroelectric generating projects, in compliance with policies set by the Board of Commissioners; and for meeting division goals and objectives. Ensures compliance with applicable laws and regulations while ensuring that customers receive prompt, courteous and efficient service for their water utility needs. Oversees the District's Facilities department and the security, emergency management and business continuity programs.
ESSENTIAL JOB FUNCTIONS:
Participates as a member of the District's Leadership Team to provide effective management and coordination for District success.
Provides leadership to plan, organize, and manage the District's water utility ensuring adequate, high quality, reliable and cost-effective water supplies and distribution systems that meet the needs of existing and future customers.
Oversees the preparation of operations, maintenance, capital improvements, financial plans and annual budget for the Water Utility, facilities and District security; ensures adequate resources are available on a long-term basis.
Oversees the preparation of operations, maintenance, capital improvements, financial plans and annual budget for the Generation group including Jackson Hydroelectric Project and Low Impact Generation; prepares the annual budget for each ensuring adequate resources are available on a long-term basis.
Oversees the management of the Jackson Hydroelectric Project to ensure cost-effective operations and maintenance to support the District's power supply needs.
Develops long range plans for the District's water resources and provides input on the Integrated Resource Plan relating to hydro generating.
Oversees the Jackson Hydroelectric Project relicensing efforts.
Oversees the development and maintenance of the District's security, emergency and business continuity plans and related policies, guidelines and directives.
Provides leadership in the engineering, maintenance, construction, and space planning functions for the District''s non-operational facilities including building structures, building operating systems and equipment, and grounds.

MINIMUM
Qualifications:
Knowledge of:
Water utility finances and financial plans.
Management and supervisory principles and practices, including employee involvement techniques.
Construction procedures and codes and siting process for public facilities.
Project management techniques and practices.
Quantitative methods.
Productivity enhancement techniques and leadership methodologies.
Applicable Federal, State and Local laws.
Local Utility District formation.
Hydroelectric plant operations.
Ability to:
Communicate and work effectively with all levels of the organization, outside agencies, and the public.
Manage, direct, plan, organize and oversee complex multidisciplinary engineering and construction projects.
Manage, direct, plan, organize and oversee complex organizational activities.
Manage confidential information.
Use independent and discretionary judgment.
Direct and manage complex functions.
Learn, interpret and apply District directives, policies and procedures.
Resolve conflict in a complex organization.
These abilities and knowledge are usually obtained through:
Experience/Education:
Bachelor's Degree in Engineering or Business Administration.
Ten (10) years experience in water utility management experience.
License or Certification:
Valid Washington State Driver's License.

WORKING CONDITIONS:
Duties are performed primarily in an office environment and require the repetitive use of a computer keyboard and mouse; travel to business meetings, conferences and seminars required.
