The City of Everett is accepting applications on an open/competitive basis for the Civil Service examination process for Application Support Specialist. All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process until the register expires in 12 months or is depleted. Union membership is required within 30 days of hire.
Job Description:
This is highly responsible technical work in the areas of development and support, project coordination, and troubleshooting related to application systems. Depending on the functions of the position to which assigned, an employee in this classification performs application analysis, support, and programming.
The work involves the study and documentation of specific business and system requirements; and planning, scheduling, and coordinating efforts to install and upgrade various application systems. The work also involves supporting PC's, Servers, and related hardware and software to support systems and applications. Employees in this class may program using various programming languages. As technology changes, the employees' focus and skills will progress and their duties and assignments will evolve; but they will continue to be expected to perform at the level and scope intended for this classification.
Additional duties may include applications systems planning, integration, support, cost analysis, and creating and presenting training materials. The work is performed with some independence under the general guidance of the supervisor or designee. Employees in this classification may be required, at times, to support a combination of assignments as assigned by the supervisor.
ILLUSTRATIVE EXAMPLES OF WORK:
Perform the same tasks as PC and Client Services Technician positions but with greater responsibility, awareness, judgment, and proficiency. Perform application administration functions. Perform application/web server configuration and maintenance, and identify and address security and performance issues. Configure and maintain new and existing application systems. Respond to application system issues. Support application systems including operating systems, security, telecommunications, utilities, and database management. Maintain the City's Internet and Intranet web site functionality. Oversee installation of hardware and software. Provide technical assistance, training materials, and training to co-workers and end-users. Assist outside vendors with installation and upgrades of application systems as directed. Use root cause and needs analysis to resolve application systems issues or provide recommendations for business process/application implementation or improvements. Create and maintain application systems documentation. Define and prioritize application systems goals and requirements. Participate in or assist with the design, maintenance, troubleshooting, and documentation of application systems infrastructure. Monitor the performance of application systems after implementation. Act as technical lead on application systems upgrades and/or implementation. Perform related work as required.
Qualifications:
The following knowledge, skills, and abilities are essential and critical to successful performance in this position:
Knowledge of:
Design, development, and maintenance of windows-based enterprise applications/systems. Database theory and design of MS SQL, Oracle, MySQL, etc. Enterprise productivity tools such as Microsoft Office, Project, and SharePoint 2010+. Application development and programming environments such as Microsoft .Net, Visual Studio, Powershell, PHP, etc. Administration and configuration of Web server software such as Microsoft IIS (Internet Information Server) and Apache. Application/system troubleshooting using basic Microsoft troubleshooting tools such as, PROCMON, PERFMON, etc. Basic understanding of data transport methods and networking protocols. Software development life cycle. Creative suite or other graphic tools. Project management procedures and acumen.
Skill and Ability to:
Manage workload effectively in partnership with clients and other team members. Provide technical training to technical and non-technical staff. Articulate and document issue resolutions clearly. Take initiative and work with minimal supervision. Work within scheduling constraints. Work with others in a collaborative team setting to perform systems implementation, testing, quality control, user documentation, and training. Train and direct personnel; ability to plan, organize, and guide the work activities of others where appropriate. Availability to work flexible work schedules including nights and weekends as work load demands. Perform routine/scheduled assignments independently once the procedures are learned.
ELIGIBILITY REQUIREMENTS
Graduation from a recognized four year college or university with a degree in business, math, computer science, or a closely related field AND A minimum of three (3) years of increasingly responsible experience in software development which should include experience in writing applications using various programming languages, OR experience supporting, troubleshooting and documenting 3rd party software applications and productivity tools OR Any combination of education and experience sufficient to provide the requisite knowledge, skills, and abilities.
EXAMINATION AND REGISTER ESTABLISHMENT
All interested applicants are required to submit
1) the standard City of Everett employment application,

3) a cover letter clearly detailing applicant's relevant work experience and training and
4) the APPLICATION SUPPORT SPECIALIST supplemental questionnaire.
A limited number of applicants with the highest passing grades on the supplemental questionnaire (weighted 40%) will be invited to an oral panel evaluation (weighted 60%). A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register. The examination is designed to sample and measure the requisite knowledge, skills, and abilities.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
